Actually, wouldn't the Dolphins be pretty much exactly the Raiders?  A once-proud team that has fallen on hard times for various reasons?  Still, the Dolphins are looking a little more promising lately, whereas the Raiders remain the Raiders.

The Browns are a different animal entirely.  All of the ancient Browns magic moved to Baltimore.  The new Browns have a whole culture of loserdom from the very beginning, just like the Texans did for years.

Exactly, no, but closer than I would like upon unbiased inspection.  The Raiders have been pretty bad since the move to LA in 1985.  Yeah, they had a couple brief resurgences since then, but it never stuck.  The Dolphins have only been in this funk since 2004

I dunno.  The Raiders were sort of cyclical.  They were awesome prior to 1986, and then down for a while, and then up again in the early 90s, and then down again, and then up again in the early 2000s, and then worthless.  But even in the down years, they were never as bad as they are right now.  You know, there's an argument to be made that the Dolphins are just as bad as the Raiders post-2003.  Sure, the Dolphins have that one year where Brady got hurt and they were able to coast through their weak division (only to get obliterated in the playoffs), but on the other hand Oakland never had a 1-win season either.  I think the difference is that Miami didn't turn into a circus like Oakland did, and that Miami didn't miss quite as disastrously with their draft picks.

Mind you, like I said, Miami seems to be moving in the right direction, whereas Oakland is still in the mud.

It's interesting how much they turned around once they had gotten rid of both Dom Capers (2006) and David Carr (2007).  Kubiak is 63-53 (including the one 6-10 Carr year, and the other 6-10 non Carr year where they were losing games in spectacular ways, such as giving up game winning hail marys to Jacksonville :bleeding:).  Dom Capers was 18 - 46.  :(

Would a new coach and staff be enough for Cleveland?  Er....another new coach and staff?  Er........

Some guys just weren't meant to be head coaches.  Hell, you know how good Wade Phillips is as a DC.  Still, the Browns need a new everything.  They have the new owner but then that guy went and hired Michael Lombardi as GM, so we'll have to see.  If I were an NFL owner, and a resume came across my desk that had anything to do with the mid-2000s Raiders, it would go straight into the trash along with Ide's.
