I've heard both that it helps dilute the alcohol and reduce its effectiveness and that it somehow (can't remember the pseudo-science) makes the alcohol work better.

Note: I'm not an alcohol expert, but I've heard them testify in court more times than I care to count, so I think I've learned a thing or two.

No, drinking water (or coffee, or greasy food, or whatever) will not change your elimination rate.  Everyone eliminates alcohol from their body at a fairly constant rate of 10-20 mg alcohol per 100 mL of blood.

Drinking water while drinking alcohol may slow the absorption of alcohol into the blood stream.  I know that food in your stomach definitely has that effect, not so sure about water.  And more practically, if you're drinking water in between alcoholic drinks you're probably drinking less total alcohol anyways.

Think of your body as a bucket that has a small hole in the bottom.  As soon as you add liquid to the bucket it starts to leak out at a slow but steady pace.  Then, as you add more and more luquid to the bucket it contains more and more, and takes longer and longer for the liquid to drain out.

Water doesn't "make alcohol work better".  Alcohol is a molecule that has a number of specific affects on the body.

There are a variety of other substances which, if taken together with alcohol, will magnify the effects.  You don't want to do that.
