It'll become legal here once all the old people get done dying... I don't think most of the Boomers that will replace them care (they all toked back in the '60s).  Incidentally, Kentucky used to be one giant hemp farm so there is a lot of cannabis growing wild here.  I don't know if it's potent enough to get high off, though.
