Can you have a 0 rating? how low do the three(?) rating agencies go?

It depends on the bureau, as their rating systems vary.  I never saw anyone with a two-digit rating in any of them.  I saw somebody with a rating in the 300s once under Equifax, and that was about as apocalyptic as it was possible to be.  Credit was not extended.

As for the 0, that's either not listed or bankrupt.
