Meanwhile, a federal appeals court cleared the way for the explosives to blast a 2-mile-wide hole in the Birds Point levee downstream on the Mississippi River from Cairo, which was ordered evacuated Saturday because of worrisome changes in the soil behind the city's flood wall. Engineers think the intentional breach would reduce pressure on Cairo's flood wall, but they were still weighing their options Saturday.

Missouri has tried to block the plan because it could flood about 130,000 acres of farmland, but the 8th U.S. Circuit Court of Appeals decided Saturday not to overturn a judge's decision that allowed the corps to proceed.

Gov. Jay Nixon said he ordered about 100 members of the Missouri National Guard to the area to join more than 600 troops already there. The troops have helped evacuate about 230 residents, and 800 others are being urged to leave.

The corps is monitoring the rise of the Ohio River in Cairo, just north of where the Ohio flows into the Mississippi. Spokesman Jim Pogue said the agency's decision would be based on how high the river is expected to get, new rain that could fall and water backing up in reservoirs upstream.

The river is expected to crest in Cairo at 60.5 feet — a foot above its record high — by Tuesday and stay there through at least Wednesday.

The flood wall protects Cairo's 2,800 residents up to 64 feet, but it is feared that water pressure could compromise the wall and earthen levees.

Oh, and apparently their flood insurance won't cover this since it's a man made disaster.  The judge's name in the case is Limbaugh and I wonder if he's related to Rush Limbaugh as it's the same town as Rush is from.

I'm pretty sure they'll be reimbursed. Missouri is a swing state, after all.

God damn, you guys have no idea how much rain we've gotten over the past week. The Mississippi is already more flooded than it was in 1927, and most of the tributaries are also at historic flood stages. Also, I'm pretty fucking tired of my yard having a foot of water in it every other day. <_<
