Not really a Catch-22, because the hospital couldn't have been set up to service those people anyway.  No roads means no hospital to the people, and no people to the hospital.

The people who would have died would have been those who needed the water that was delayed in order to fit the hospital into the deployment.

Nobody likes to be delayed, but the whining from MSF is self-serving and therefor as suspect as any other self-serving whining.
