I'm not up on the administrative side of insuring employees.  If the coverage is at the employees' discretion, can the employer tell the insurer not to provide it to them?

Why not?  The company picks the plan that would be offered to employees, and the employees then decide whether they're going to take it.  I don't see how the employer is prevented from picking a plan that excludes abortion coverage.

If it's a basic part of the plan, then sure, you've got a point.  But is this elective coverage actually part of the plan offered to RNC employees or is it supplemental?
