No no no. Clearly, they've been sent to infiltrate the USA. "Real" refugees are prevented from leaving by Maduro.

Ok but the immigration judges aren't going to buy that.

You know, the immigration judges.  The ones that have been fired en masse despite massive case backloads. 

The ones that preside over the immigration hearings.

The immigration hearings that provide the due process that migrants don't attend, because if they do they will be arrested by ICE camping outside the courtroom.

OK, yeah, that is going to be the play.
