Some of his crimes (mail fraud, tax evasion) concerned federal agencies.  I don't know why the corruption charges were; possibly their sheer scale or that the state was poorly equipped to investigate them.

How often are people tried both by the state for some of their crimes and by the Feds for others? Or is there some system where everything goes federal if parts are federal? My knowledge of this stuff is very limited and comes from Boardwalk Empire and similar.

Just read up on them. Are they sure they are associating themselves with the right party?
