You can't tell which year that picture is from. It happens every year.
One thing that I needed some adjustment in Canada was that they call it Tiananmen. We call it June 4th.
I'm guessing the vigil is to remember the People, who were victimized by the counter revolutionary enemies of progress who were rightfully executed by the State.
