I think "improving intelligence" is far too generic. You need to break it down into digestable components. Some mental skills that I find particularly useful are critical thinking and exposure. Critical thinking allows you to evaluate your own performance effectively, and to differentiate between crap and useful information. Exposure lets you see from different points of view and to make connections among bits and pieces. Apart from all that, nothing beats "practice makes perfect". If you do a job 100 times, each time looking for improvement, you'll do a much better job than someone who does it for the first few times.
Walk up to a brick wall. Thrust forehead forward. Repeat as many times as needed.
Becoming white would be a good start. :(

Find the field that interest you, gather these books and read. Once you're done, read again. And once more for the road.

What exactly do you mean "intelligence level"? If you want to score better on IQ tests my impression is that doing a lot of IQ tests will help you. Or do you want to be better at intelligent conversation?
Buy a book on basic logic.
Read a quality daily newspaper.
Read your way through an encyclopedia.

I am not very smart.
I am taking longer to process information.
I am not retaining as much information as I used to.
I am having memory problems. I am forgetting not just the menial stuff, like where I parked my car, but important stuff.
I have always been at a disadvantage because of the language barrier. Doesn't matter how well you speak, write and understand a foreign language, it will always remain a foreign language. It takes an effort. I feel like my memory in english is far smaller than in hebrew. Not the written word, which sometimes I forget wheather I read a book in hebrew or english, but the spoken word. My brain connections were made in a diferent software. I feel like a Apple computer trying to run a windows program.
Interesting enough, I don't feel the same disadvantages in combat. Appearenly the stress of combat opens my ears and improves my accent. More likely, a lifetime of exposure to the extremes of combat have improved my ability to deal with it, making me appear mentally and physically faster than people that are actually faster and smarter than me.
I guess I am just having a hard time getting used to garrison life. It is also a new unit where people don't know the details of my performance in combat. I mean, I have the awards and the combat record, but that does not tell the details of the story. And I am not the kind of guy that goes around telling war stories, outside of languish when I drink a couple beers.
I guess I'll feel better after I deploy with this unit and get an oportunity to show them what I can do. At the same time, I hope I keep my cool and I do not forget that in combat you cannot let yourself feel the preasure to score, because that only leads to failure and demoralization of your own soldiers. Joes can read through you. If they feel you are willing to risk their hides to score a kill, you will lose their confidence, which in time leads to mission failure. You cannot fight a war by yourself. It is a team effort.

For improving memory and processing, there are standard techniques and drills that you can use, which you can probably find pretty easily by googling. But as you get towards and past middle age, there are certain physical realities that come into play.
For my 2c a bigger issue for you is your dogmatic cast of mind. But it seems to work for you and may be an advantage in your chosen profession.

Btw, Siegy, military intelligence is an oxymoron. You are fine.
I'd recommend a course at a local college. Night classes in some subject where you are woefully ignorant atm. Maybe mathematics or a hard science subject would be a good choice, these subjects develop the intellect but also respond well to self-discipline and hard work which we know you are capable of.
