The conference called 'Looking Out, Looking In' will study apparent dangers that the groups are exposed to in the workplace and wider community.
A spokesman for Hertfordshire County Council, which is hosting the event, was unable to say what risks the homosexual community faced that the heterosexual community did not.
She said the conference was being held to find out.
"This conference is designed to help us find out more about the gay community and identify some of the risks that they may face so that we can design our preventative measures to meet their needs and help ensure their safety," she said.
The seminar is being organised by the East of England Fire and Rescue Services and will be held in Stevenage next month by Hertfordshire Fire & Rescue Service.
It will involve fire service personnel from Hertfordshire, Bedfordshire and Luton, Cambridgeshire, Norfolk, Suffolk and Essex.
One fireman, who wished to remain anonymous, said: "You couldn't make it up."
Firemen are not obliged to attend the conference.
In 2006 nine firemen in Glasgow were disciplined after refusing to offer safety advice to people attending a gay pride march.
