Title: Smuggling cocaine out of Haiti... caught for the 3rd time

Cocaine smuggled from Haiti on humanitarian flight (http://montreal.ctv.ca/servlet/an/local/CTVNews/20100218/mtl_haiti_smuggling100218/20100218?hub=Montreal)
This article doesn't mention it, but the woman was arrested twice before for the same offence.  Once in Canada in 2001, and once in France in 2006.

When the judge will give the sentence, can he take into account that she did jail time outside the country for a similar offence?

It's only drugs. It's not like she harmed anyone.
