He certainly was not around in WWII. The Brits were notoriously anxious about casualties to the point of near paralysis, which I guess is understandable with all their generals being Junior Officers during WWI.

Maybe early war, but by D-Day we had our own beach, and the Canadian 1st Army acted under it's own command in liberating the low countries.

And even before it was not like English units suffered low amounts of losses compared to other nationalities.
Maybe he is referencing that movie Gallipoli, where the Australians made the artistic decision to replace the Australian General who ordered the doomed attack with an English one.
