You gotta have a way to decide an election if the votes are the same for the leading candidates.  Cards is as good as any if the law says it is decided by random drawing. 

We use ping pong balls with numbers in Hong Kong.  It is not as infrequently used as people think.

My cousin won the office of county prosecutor on a coin flip.  It saves the cost of a runoff.

Actually, objectively speaking, would California be the worst state?  You know, what with the bankruptcy and all?
