My grandfather had a tremendously thick accent, and when he was angry or flustered he'd kick into his German; still makes my mother wince talking about it.
That's awesome. All my grandparents were too Americanized to do anything cool like that.
The German dude in that video is almost certainly not a German speaker and no person who grew up speaking German would sound like that. But yes, to the ears of a Romance language individual German does have stronger consonant sounds. My mom never did get rid of her German accent, though.

Of course that's nowhere near the Bavarian accent that would fit his clothes (in fact, Austrians who speak, on the whole, a much softer, more melodic German much prefer Bavarian to the "real" German accent :P ).

He sounds German to me, and of course he exaggerates for comedic effect. I think there may be rare (highly agitated/angry) cases where a nutso might have a pronounciation like this (his accent sounds vaguely Berlin/Prussian).

Having spent the bulk of my time in Germany and Bayern and Sachsen I have come to appreciate the clear crisp and intelligible language spoken in the rest of the country.
