Can I assume if changing the SATA cable and resetting the CMOS doesn't cure this problem, I'm pretty much fucked? The power cable is good.

Did you try another SATA port?
There are ways to get back your data, if you don't have backup, but they could end up costly.

It's not got any data on it that are not games. It's a 2 TB WD drive I use for games.
SATA knows something is plugged into it, but cannot detect the drive. I think the HD is boned.

yeah, if there's nothing valuable on it, you should stop wasting time, it's 99% certain the drive is gone.
You could try leaving it unplugged for a while (roughly 12hrs), replug it, see if you can see something.
