I don't know enough of the specifics of SC's demographics to be sure, but my guess is that the Democratic district there is one of the "minority-majority" districts.  If that's the case, splitting it up would be at least as likely to make SC's House delegation all-Republican as it would be to create a 2nd Democratic district.

It's possible, but not likely.  The map from 1996 shows it separated into several districts.  Blacks aren't the only ones who vote in Democratic in North Carolina.  I mean the state did go for Obama in 2012.  From the article I posted up thread more people had voted for a Democrat for a House position then a Republican, so without the snaky looking district it's likely that the Democrats would have done better in the state.

Now we are part of seven districts designed to ensure seven 50.1% Republican districts. Really makes us feel represented and stuff.
