To be fair, Quebec isn't so much of a third world country as it is a would-be third world country.   :P

The real problem is that it was italian. if the resturaunt was english then the language police would have been ok going after them :P

bribes only work with the city of Montreal.  Anywhere else, they land you in jail, as some Montreal entrepreneurs have learnt :)
