You definitely need the expansion... and when you have the expansion be sure to change the line in some file (find which one on the paradox forums, there is plenty of discussion about this there) that changes the age of kids wanting a job from 16 to 18.  They can't get a job until they're 18 anyways so for 2 years you have every single person with growing populist sympathies.  That unnaturally swells the ranks of the populist faction.  Unless it has been fixed in a patch, haven't played in awhile.

Bought Jutland pro edition so I can play the year-long campaigns 
Funnily enough though, it seems I have also unlocked the US expansion, altough I am pretty sure I did not pay for it.

My 1st of January as German fleet commander bought a small-ship slugfest as my Scout Fleet sneaking in the dark toward its bombardment target in East Anglia got surprised by a light cruiser task force
This shows the initial situation, as one of my forwardmost scouts, the CL Wiesbaden gets hammered by a bunch of british destroyers aligned in a U-shape around it:



When my glorious Battlecruisers catched up, they wreaked utter havoc among the enemy of course:



But still the count was 16 lost ship vs 16.
Later I did manage to clear the general area of any wortwhile resistance, as the AI insisted upon intercepting my BC fleet with puny destroyers, so now I actually laid some mines along the SE English coast, and being ahead in VPs, I await the big Brit ships to sail out.

I did lost the raider Wolf to a faster English commerce raider though.
