Depends. In Austria, you usually give 5-10%, with 10 being very high. If you're under 20 EUR, you usually round up to the next full Euro, and then add one to three EUR as tip. E.g. 15.80 => 16.- => pay 17.- or 18.-


What surprises me is people in supermarkets telling the cashier to keep the change (if it's very low, like under 20 cents). Mostly it's people who by all appearances live off welfare/minimum pension.
