It seems like such a disheartening vicious circle.  If we don't violate Pakistan's sovereignity, it becomes a state harboring al Qaeda (more than it already is).  If we strike with drones inside it, however, then Pakistani government loses what little credibility it has.  No one can win there.

And like all failed states it is basically making the threat "Give us what we want or our society collapses and YOU have pick up the pieces and deal with the consequences."

My understanding is the India could use a parking lot.
