A few years ago I was in what I thought was downtown staying at the Fort Gary and I thought everything was fine - but I guess that is like saying you were staying at the Hotel Vancouver but didnt walk a few blocks down to the Victory Square area.

Indeed.  The Fort Gary is in a pretty decent area.  It gets worse as you work your way north.
