What bugs me slightly about the Rogue One battle (well, not really, I'm not that obsessed with continuity), is that they show you this large rebel fleet, and then in A New Hope they can only muster a few figther squadrons to attack the Death Star.

I guess you can say most of it was obliterated at Scariff, but still.

I thought it was consistent.  The rebel admiral doesn't want to send ships off to Scariff because he doesn't want to risk an engagement and have the fleet destroyed on a long shot bet that the intel is correct, and the plans can be retrieved, and even if they get the plans it will have any meaningful impact.

His caution is proven correct because there are a lot of losses, but it turned out that the long shot bet paid off.

In addition, I imagine Rebel command viewed a fleet assault on the Death Star as suicide.  The station was designed to defend itself against capital ships, and the design flaw as specifically something that required a fighter's precision to exploit.  Even if the fleet had not been gutted at Scariff, it likely would have retreated before the Death Star arrived at Yavin.
