The article in the opening post isn't about criminal charges, though.  It's about civil suits.

Thanks for pointing that out. :blush:

Anyway, it's not just about the statute of limitations, either.  They're saying in cases involving rape of a minor, they're going to take away homestead value as an exemption to monetary judgments.  Clergy tend to live in housing provided or owned by the diocese.
