toliet paper is usually a mix of hardwood and softwood pulps. besides the issue of source materials (Cuba is slowly going through reforestation due to mass clearings for sugar cane), manufacturing it involves specialised milling, which apparently the Cuban government has not built in any scale. so wood is out.

Cuban has built a bagasse pulping plant, which makes sense, as they have a lot of sugarcane fibre, but afaik, it has not moved beyond pilot stage.
