Are we sure that number 10 is alive?  She looks kind of embalmed.

As an engineer I feel obligated to go with the one who most looks like a super villain.  In this case that would be number 13.  It looks like she has the same sort of hideous smile permanently rigged just like the Joker or Nancy Pelosi.
