With the system of dual power in Iran, there is potential for reform if the democratic branch can somehow usurp power from the the (formally dominant) theocratic branch.

Pezeshkian recently said that he'd ensure that the police "don't bother" women for just showing their hair-- even though the police are under the command of the Supreme Leader, not the President--and Khamenei didn't say anything. That's minor, but small shifts like that can add up.
