Not exactly required, but it saves time to have one. No need to go to the police station to check identity if asked. Mind you, I seldom get it asked but it happens. With those demonstrations in Paris for instance.

In Hong Kong, police are empowered to check anybody's ID, any time, any where, for any reason.  Failure to produce a valid ID card is a criminal offence.  You are stopped by police for a traffic violation, the first thing they'll ask is your ID, and the second is the driver's licence.
