It is absolutely a fair reading to conclude that Vance is citing the Immigration Act of 1924 as a model; I don't see any other sensible to way to read it.  He is calling for "far less" legal immigration and explicitly citing that law as a model.

He could have called for immigration close to zero; he didn't.  As a matter of fact no Republican AFAIK has called for ditching the Green Card lottery, which was designed as the antithesis of 24.  "Far less" is not explicitly a return to 24.
