So I haven't looked into it really, but is the intended audience for this the soldiers, or the various contractors/employees on working the base (eg. janitorial staff) that are likely German citizens?

The German civilian staff is not affected by the shutdown as some agreement means that the German state pays their salary during the shutdown and Germany will then have to get reimbursed by the United States once the shutdown has ended.

Army officials in Germany removed a list of German-run food banks from a "Shutdown Guidance" webpage aimed at soldiers stationed in that country, hours after the list was met with outrage on social media.
