Technically, a President could just entirely ignore Congress, rule by decree, by waving their hands, mumbling about Article II and unitary executives, and citing a phalanx of emergency powers.  I count that as ignoring Congress, even if there isn't a final definitive ruling from the Supreme Court or even if there is one that lets the President get away with it.

Worth recalling that the Nazis came to power under the Weimar constitution.  The won an election, got appointed by the President to head the government, asserted emergency powers, then authorized more emergency powers and asserted those.  The courts went along with it.

The emergency powers were granted by the whateverstag, not just asserted.

The Senate has three times voted that Trump's emergency tariffs are a violation of the statute he claims to rely on. Mike Johnson's refusal to convene the House because of Epstein is the only reason the House has not similarly voted.

Trump's usurpation of Congressional powers is a usurpation regardless of whether Mike Johnson thinks it is or not.

The USSC has basically ruled, however, that the President can do as he pleases subject only to impeachment and conviction (which can never happen).

So I haven't looked into it really, but is the intended audience for this the soldiers, or the various contractors/employees on working the base (eg. janitorial staff) that are likely German citizens?

Well it's over 50 years old and every Presidential administration has followed it, even while complaining about it.  For present purposes, it's about as settled as it can be.

It's settled in the sense that the Korean War is settled, not settled in the standard meaning of the word when referring to law.

The German civilian staff is not affected by the shutdown as some agreement means that the German state pays their salary during the shutdown and Germany will then have to get reimbursed by the United States once the shutdown has ended.
