That might've been part of it, but I think the bigger reason was that at the time they gave up their nuclear weapons. I'm not sure anybody poor saw a future where the United States wouldn't ensure their safety. The United States was the superpower.  There was not much downside risk at the time for just playing along and doing what everybody wanted Ukraine to do.

Definitely not, and Bill Clinton commented on that after Putin's initial moves towards Ukraine.  At the time it seemed like Ukraine was giving up a net burden for assurances that would mostly be a formality.  The calculus is obviously different in hindsight.
