I think in order to qualify as virtue signalling one has to engage in intellectual dishonesty.  Invent facts, distort statements, that sort of thing.  Debase oneself to prove membership in the in group.

I think stating as incontrovertible truth that homelessness is a problem created by economic policies is not helping matters.  In my personal experience, based on the posture of homeless people I encounter, the main economic problem seems to be the cost of fentanyl.  In NYC at least, there are plenty of efforts to take the homeless into shelters, but they either don't want to be taken, or can't abide by the rules to stay there.

The US States that manages to significantly tackle the problem worked on a multiple staged approach:
- affordable, decent, lodging
- social worker assigned to each homeless person
- drug therapy to cure of any addiction and regular follow up with the social worker.  A gentle approach is necessary, with high tolerance for relapse.
-social worker then works on reinsertion into society and helps them find a job.

If you don't work on evertything, it's a failure.

 Dispenser isn't gonna magically cure them either.
