To me it sounds like "unable to discharge the powers and duties of his office" isn't applicable here. He is unwilling, but hardly unable the way I read unable here. Isn't the 25th about the president being ill or held captive by terrorists or what have you?

The portion of the 25th where the Vice President + Cabinet remove the President from power has never been used. Unhelpfully its parameters are somewhat vague as are parts of its implementation. So there is no bonafide answer to those questions. But I suspect that much like impeachment, which has the trappings of a "legal process" but is really a "political process" (because the constitution gives total authority over it to political branches that are allowed to make political determinations), my guess is the court interpretations of that portion of the 25th Amendment would basically view it as a political process and would respect the joint decisions made by the political actors.

Saw a comment on Finnish twitter to the effect that, had any senators or representatives gotten killed, and the boxes with electoral votes seized by rioters before the staff had the presence of mind to carry them away, the US would have no confirmed President right now and Trump could declare state of emergency and rule by decree. So the coup attempt actually came extremely close. Is this a correct assessment?
