Because every sense of impunity has a backstop:  if worse comes to worse, what's your plan B?  Legal age trafficking can be explained away with various degrees of plausibility, both in court and in public opinion.  Underage sex is strict liability:  if you did it, you did it, there is no gradation, so nothing for your lawyers or your PR team to sink your teeth into.  Unless a couple of years in your sex partner really makes such a huge difference to you, why would you give someone permanent non-negotiable leverage over you when you're on top of the world?
