What makes me hopeful (maybe desperately so), is that when federal government will be restored, it would be coupled with a far more efficient administration.  Let's not kid ourselves, the government has always been grossly inefficient, so the level of spending alone doesn't define what it does.  It wasn't necessarily corruption, it was just extreme risk aversion that in attempt to prevent doing something wrong made it impossible to do something right.

Depends on the department. The Loans Program Office was doing a rather ridiculously large amount of good work with a tiny staff. And actually made money.

Still got gutted by Trump and his cronies though.

I also fail to see how rebuilding departments with inexperienced people without institutional memory will make them more efficient.

But hopefully some day we will see how it goes.

The Wisconsin Supreme Court has suspended the judge who was charged by the DOJ with obstruction.

ICE slammed a teenager to the ground yesterday in Massachussets, giving her a concussion. Local police was assisting ICE. A group of people were swarming them. Today the mayor of Newark got arrested protesting another ICE arrest.

Just looking at more and more videos of ICE's methods, it's only a matter of time before these agents get lynched. Maybe that's the point.

Also staffing isn't the major cost in the federal government, only like 5%.  So you could cut every employee other than the ones handing out money and you'd still have a huge deficit (probably even worse since the IRS would stop collecting anything).
