Well presumably, one would only do it with a bunch of big item ticketed purchases, no? I mean, I guess you could save every receipt from every single purchase but seems like most normal people wouldn't do that.

Yes.  If 200 million people benefited by a penny and 10 people got a million dollars each, it would be silly to mention that 2,000,010 people benefited.

This tax increase is not being proposed because it exists in some vacuum and someone realized it was regressive and poor policy or tax structuring. It is being proposed because

A) They need a way to pay for tax cuts for the ultra wealthy, and
B) There is a perception that this will target "liberal elites" and fuck those assholesand their high liberal state taxes.

And the Yi's of the world line right up to cheer the Tea Party on because they think it is sticking it to the right people.

It'll be interesting to see to what degree the consequences are equivalent across political alignment lines in the US. That Trump's pussy grabbing had no impact seems to suggest that GOP aligned assaulters will suffer fewer consequences than the Weinsteins of the world, but perhaps the context has changed. Seems like in the UK, at least, consequences are accruing to Conservatives as well.
