No way, Neil's been living in Southern California pretty much uninterrupted since like 1970 or '71; I think he definitely qualifies as a Canadian-American.  Didn't he even have an 80s song blasting Japanese imports as against real American cars?  I know he had a late 70s album called "American Stars N Bars."  Plus "Rockin' In The Free World" doesn't really take aim at Canadian social conditions...
