Gao means high.  Ling means tomb, and a high class one.  Xian was the capital of many ancient Chinese dynasties like Tsin, Han and Tong.  A lot of nobles, senior officials, members of the royal family and emperors were buried in that area.  Many tombs are constructed with a relatively high elevation.
