Interesting. IN BC you can combine the 2? Here they are separate cards. And if you don't have a licence you can get a whole other ID Card since as I mentioned the health card doesn't count as valid ID.

The expectations people have toward the state necessitate a national ID system. End of story.

We don't have it for the same reason we still have separate cold and hot taps in places: it wasn't around in 1890 so there is no real need for it.

Same for people that don't have a drivers license it is then a separate card.
