Stockholm has rent control. There is a waiting list for contracts (I hope you have a decade or five for the top spots), more commonly you get them through contacts and there is also a thriving black market.

It's a WW2 emergency thing that stuck around after the war. The combination of wealthy people with very cheap apartments and poor people who think they're better off with rent control makes it politically impossible to get rid of this very damaging state of affairs.
