It would be. It had ca. 25,000 inhabitants in 1850. So not sure which part of town the picture is from - I'm guessing outskirts? Harbor looked more like this:



EDIT: According to the Wikipedia article on the Gold Rush, the first picture shows Portsmouth Square.
