I'm guessing that shitting is an activity that is arguably necessary for employees to conduct at work premises* from time to time, while wanking is not, so the two would not be treated the same for firing purposes even if both result in annoying toilet noises ...  :hmm:

*Edit: no doubt the shitting could be done in such a manner as to attract firing, e.g. on the desk of the boss.
