You get to flip two spaces, not one.  Canceling unrest with a 6 merely moves the 6 down to a 5 (a minor conversion) rather than ignoring it altogether.

Oh right, I was thinking about combat and thought I needed a 5 or 6, forgot a 4 was good too.  I will use the 6 to convert Utrecht, then convert Arnhem and put Unrest in Utrecht.
