With the World Cup going on we shouldn't be surprised if an immediate war breaks out over a loss, especially if it entails a questionable call by a referee!   ;)

It's worth it if you garrison Indochina as a bulwark and then repeatedly attack neighboring countries for RISK cards, pulling back all of your forces afterward, to the annoyance of everyone on the board.
