The medievals were only too right in taking nolo episcopari as the best reason a man could give to others for making him a bishop. Nah, it's mostly symbolic at this point. You don't hold up the entire budget because 5 billion could be spent more efficiently.

Sure. Symbolic that the President cannot just bully the Legislative Branch into doing whatever he wants them to do. He could have just had his own party fund his wall, but he waited until his party lost an election.
